A small-time grifter turns big-time reformer when he fills his late ex-wife's city-council seat and turns the tables on the local bosses. Even the roguish charm of star James Garner couldn't salvage this series, which succumbed early to its time-slot competitors: `America's Funniest Home Videos' and `Murder, She Wrote.'
