Bill Moyers examines the growing cost of financing judicial elections. Interviewed: Supreme Court Justices Anthony Kennedy and Stephen Breyer, who are “sounding the alarm on this issue,” says program coproducer Stephen Talbott. “At the very least,” Talbott adds, contributions can “create the perception that a court may be biased.” The hour also assesses cases in Louisiana and Texas; explores American Bar Association recommendations on the subject; and follows a campaign for county judge in Luzerne County, Pa., far from media centers. “There was not a hint of scandal,” says Talbott, “but the winner had to spend $250,000 to get re-elected.”
