The drama, directed by Joe Carnahan, also stars Katherine Heigl as a key CIA attaché who counsels the president regarding international security.
Heigl will executive-produce with writers Joe Carnahan (The Blacklist) and Alexi Hawley (Castle). Cliff Chamberlain will also star.
Woodard's recent credits include the Oscar-winning film 12 Years a Slave, Lifetime's Steel Magnolias, True Blood and Copper.
