Vanity Fair photo. The 15-year-old is said to be clothed in the picture but was snapped by renowned photographer Annie Leibovitz in such a way that Cyrus is appears topless. The actress has apologized to her fans saying she now feels "embarrassed" about the whole thing in retrospect.
