Duane Chapman is no longer wanted by Mexican police for illegally detaining millionaire rapist Andrew Luster in 2003. Time has run out to convict Chapman of bounty hunting, which is illegal in Mexico. Chapman's wife, Beth, says her husband "couldn't be more relieved."
