This strange US-Bulgarian coproduction has the legendary circus clown Kelly the leader of a family circus traveling through the Balkans. They arrive in the town of Scragsville, ruled over by the evil miller Mikhailov, who forbids the children to have fun. Kelly also teaches the children

to feign crying so the miller will allow them to go to the circus. Kelly teaches the children a number of important lessons as well as a song, but when it comes time to move on, Mikhailov won't permit it. Kelly pulls out his flute and summons the children, who destroy Mikhailov and live happily

ever after. Kelly is always worth watching, and some of the camerawork is superb, but it's really just another Pied Piper film that will bore adults. Songs: "Good Friends, Good-Bye," "Happiness Will Be Your Reward," "I Hate Kids," "I Mean He's Mean," "I Used to Be a Griper," "I've Got a Brother
