blustery editor, Gargan. Ancillary characters--Moore, as the lovelorn columnist, and Rubin, as her boy friend--provide more interest than the lead roles, or at least they provide more humor. Stephenson, as the mastermind of the smugglers, gives a standout portrayal of evil, but this grade-B

whodunit still proves only a mildly provocative first-time directorial effort by former editor Morse.
