This police comedy does the impossible: It makes POLICE ACADEMY (1984) look like a piece of sophisticated humor. With the success of that earlier witless outing, New World Pictures wasted no time tossing out this slapdash job, a homage to bad taste and has-been or never-were talents. For

what it's worth, the plot deals with Melvin (Murray Langston), a meek-mannered cop bullied by his captain (Billy Barty). Melvin isn't satisfied being a lawman; he also wants to be a stand-up comedian. In order to keep his identity a secret, Melvin puts a paper bag over his head when he performs

and has Kate (Jaye P. Morgan) front for him as his manager. Eventually a crook discovers Melvin's dual identity and takes to committing crimes wearing a similar paper bag. Strung onto this clothesline plot are scattershot gags, most of which are beyond the realm of sheer stupidity. NIGHT PATROL

resorts to racist and homophobic humor, along with plenty of bodily function jokes. It's not enough that this film is idiotic--it's a complete technical disaster to boot. The photography is awful and the soundtrack often inaudible.
