Despite her suburban home and marriage to a successful psychiatrist (Jeffery Olsen), Los Angeles police officer Karen Shore (Pamela Dixon) can't escape the stresses of her job. She works with juvenile offenders, and is saddened by the cases of 16-year-olds Angie (Tricia Parks) and Fiona (Kita Harrison). Fiona, who was sexually abused by her father, was busted on a porn movie set, while Angie, whose wealthy parents (Lana Averbrook, Michael Coon) can't handle her, was arrested in a chop shop where her drug dealing boyfriend (Achmed Rubell) had just killed four cops. She gets the girls released into her custody and takes them to live with her. The situation breaks up Karen's already shaky marriage, and the unruly girls have their good days and their bad days. But she eventually comes to regard them as her own children and is heartbroken when they're reclaimed by the streets. So Karen takes the law into her own hands. Threadbare and amateurishly acted, this direct-to-video crime picture is slow, predictable and cliched in every way, right down to the slow-motion gun battles.
