Baxter disguises himself as a down-and-out sailor who goes into the marine junk business to get the goods on illegal fur smugglers operating on the California waterfront. Soon after he opens for business, gangsters Toomey and Mazurki arrive and a corpse follows. Baxter learns that the
deceased is a former gang member, so he joins the smugglers to get evidence on the killers. He discovers that the ringleader of the crooks is Shannon, who, disguised as a half-wit derelict, hangs around waterfront bars to divert suspicion from his smuggling empire. Baxter pulls a raid on the
crooks' warehouse headquarters and justice is served. A decent programmer.
