Police procedure takes a back seat to police characterization in “Cop Shop,” two stories set in a precinct on Manhattan's Upper West Side. The first, “Fear,” takes place during a community meeting. A rapist is on the loose and tensions are high, and the cops are in for a rough time. Det. Moe Diamond: Jay Thomas. Off. Ganier: Michole Briana White. Cmdr. Frances Harding: Blair Brown. Then, in “Blind Date,” co-executive producer Richard Dreyfuss stars as a veteran detective who visits a brothel---as a patron, not a raider.
