Debut: "NYPD Blue" alum Kim Delaney holds court in Steven Bochco's legal drama set in Philadelphia. First: overworked attorney Kathleen Maguire (Delaney) finds herself up a creek without a partner when her colleague has a breakdown during a trial; then lands in jail herself after ticking off a testy judge; and must contend with a public defender looking to make a jump to Maguire's practice.
