When Thomas Arnold (Cedric Hardwicke) becomes headmaster of Rugby prep school, he attempts to reform the delinquent student body, including young Tom Brown (Jimmy Lydon), who becomes the target of a bully (Billy Halop) in this coming-of-age tale based on a 19th-century novel by Thomas Hughes.
