Starsky and Hutch arrest two hoodlums for the rape of a retarded 19-year-old friend of the detectives only to have the case dropped in the "Nightmare." Lisa Graham, a nineteen-year-old with the mental capabilities of a child of ten, is brutally assaulted and raped. Starsky and Hutch, friends of Lisa's late father, were on their way to Lisa's birthday party at the time, and are able to swiftly arrest the rapists and his cohort. However, at police headquarters, an ambitious assistant district attorney has the hoods immediately released on bail and plans a defense on the contention that Lisa invited the incident which took place in an out of service city bus. In a pre-trial hearing, the assistant district attorney gets the judge to consider dropping, the case for insufficient evidence. When Starsky and Hutch press for a conviction, they are accused of bias and the politically minded assistant D.A. proceeds with his plan to plea-bargain the matter to a close. Meanwhile, one of the released suspects decides that no crime can be prosecuted without a complaint and, therefore; Lisa Graham must die!
