Answering a call for "officer down," Frank discovers the victim is not a cop but a prostitute dressed as a cop. Investigating further Frank uncovers an escort ring run by a ruthless vice cop. With the help of Russian detective Alex, Frank works outside the system to shut down the corrupt vice cop, while Tommy takes a personal interest in one of the Russian prostitutes. But when everything else fails, Frank realizes there's only one way to bring down the corrupt vice cop - use someone else's deadly agenda against him.
A cop is badly wounded during a robbery at a restaurant and is held hostage along with the other customers. Frank is determined to get the cop out alive. But when the Chief orders the undermanned SWAT team to stand down, Frank has to convince the Sergeant in charge to go against the Chief's orders. When an officer is killed in a roadside ambush, his emotionally shattered partner is accused of incompetence after giving a statement while he is still in shock. Frank must protect the officer, even if it means changing the rules of how officers are questioned after a shooting. Meanwhile the officer, grief stricken over his partner's murder, goes off the rails seeking vigilante justice. Frank sets out to stop him only to find himself faced with the bitter choice of exacting justice now or justice never.
