Police officer John Trace (Stephen Baldwin) is not in an enviable situation. As his third on-the-job shooting is being investigated, his fellow officers discover that the victim, a drug dealer, was not armed when he was shot down. A senior detective advises him how he can get out of this predicament: if Trace joins the Force's Select Unit Armed Response, the investigating officers will arrange to plant a gun on the drug dealer's body. Trace soon learns that the Select Unit is grueling, ruthless and almost always fatal. Trace takes the deal and finds himself fighting in an underworld that takes no prisoners. Tensions run high when the Select Unit believes that Trace is an underworld informant, and he soon finds himself fighting for his own survival.
