When Thomas Arnold (Cedric Hardwicke) becomes headmaster of Rugby prep school, he attempts to reform the delinquent student body, including young Tom Brown (Jimmy Lydon), who becomes the target of a bully (Billy Halop) in this coming-of-age tale based on a 19th-century novel by Thomas Hughes. Brown befriends fellow underclassman East (Freddie Bartholomew), but an impending schoolyard fight with Brown's tormentor comes between the two buddies.

Based on novel by Thomas Hughes the story of Tom Brown attending the Rugby School in England and the culture of the school as the new headmaster tries to get it under control.
