A teenage girl appears to have been pushed onto the subway tracks by a homeless man, and Danny's assigned to investigate the case. Elsewhere, Frank's displeased to learn that the new inspector general will now oversee police policy.
Danny gets interrogated about his ex-partner, who's been accused of planting evidence in order to close a murder case. Elsewhere, Frank contemplates the parameters of free speech when activists plan to burn the American flag.
Danny and Jackie are taken off a murder case involving a bride and reassigned to protect a Central American president, who's under threat of assassination. Elsewhere, Vinny performs an unjustified stop, causing Jamie to challenge his tactics.
A cop's body camera malfunctions during an altercation with a civilian, and Frank must deal with the negative public reaction. Elsewhere, Danny and Baez try to safeguard an informant; and Erin looks into a rape claim made by her friend's daughter.

In the fourth-season opener, a cop killer is arrested, but Erin drops the charges against the suspect due to lack of evidence. Following her legal actions, friction results between her and the police officers in her family.
Frank and Danny search for a homemade bomb they learn is going to be detonated in Manhattan. The investigation reveals the bomb may be connected to terrorists and Islamic people are targeted for questioning, which leads to a dispute over the pros and cons (more…)
A possible serial-killer case is assigned to Danny and Baez. Meanwhile, Erin considers becoming a judge; a mayoral candidate claims that Frank has been secretly investigating her spouse; and Eddie confronts her dad when he turns up in the hospital.
Jamie is investigated by Internal Affairs for possible police brutality caught on camera during an anti-policy demonstration. The investigation then becomes linked to Danny and Baez's rape case involving a civil rights attorney.
The last remaining Mustang from the film "Bullitt" is stolen, so Danny and Baez investigate. Elsewhere, Erin clashes with Frank when she sides with her boss on a matter involving cops being held accountable for fixing traffic tickets.
